A National Economic and Development Authority report showed that about 135 Information, Education and Communication (IEC) engagements were conducted in 2013, compared to approximately 89 IEC activities in 2012. The 2013 IEC activities involved an estimated 15,352 participants from the academe, regional line agencies, local government units, the business and media sector.
These engagements were mostly forums on regional autonomy initiated by agencies, LGUs and non-government groups. A speakers’ training on regional autonomy were conducted in July to be able to respond to a growing number of requests for speakers on regional autonomy.
The numbers included those that were reported to the RDC.
In 2012, the RDC allotted 1 million pesos for each provincial government unit to further reach out to the grassroots. For this year, it allotted an amount for multisectoral groups which were accessed by agencies, cooperatives, SUCs and other organizations. Most of these IEC activities were done through direct payment by NEDA, the depository agency for the autonomy fund being the secretariat of RDC. Transferring a fund to another group involves a rigorous requirement including ability to liquidate the fund.
Most of the regional autonomy fund had been allotted for IEC reaching as much as 60 percent of the 15 million annual Social Preparation of CAR into an Autonomous Region (SPCAR) fund channelled through the RDC. The other programs under the SPCAR were capability building, and program management which include alliance work with national government entities.
An RDC roadmap prepared earlier this year aims to establish a regional autonomous government by 2013 after a third organic act shall had been approved through a plebiscite.
