The municipalities of Kabugao, Apayao and Itogon, Benguet made it to the top 5 best municipalities in terms of government efficiency. This was according to the National Competitive Council (NCC)’s initial report on the LGU competitiveness reported by the Department of Trade and Industry (DTI) CAR to the Regional Development Council (RDC) Economic Development Committee during its meeting last August 20, 2013.
The NCC, co-chaired by the DTI secretary, determines most competitive cities and municipalities under three categories: economic dynamism, government efficiency, and infrastructure.
With regards to government efficiency, Kabugao ranked first while Itogon placed fourth. The two municipalities fared well in terms of government transparency and accountability, public finance, performance recognition, business responsiveness and basic government services.
The NCC report was done to assess the LGUs competitiveness and business environment. It is useful as basis of the LGUs for reforms.
The coverage of the report included 163 first class municipalities and 122 cities where rankings were based on data submitted by the Regional Competitiveness Committees in respective regions.
