As suggested by Dr. Virgilio Bautista during the RDC EnBanc meeting last February 12, 2009 in Luna, Apayao, the resolution was discussed at the InfraCom meeting held March 20, 2009.
The DPWH Project Management Office (PMO) Feasibility Studies (FS) section is revising and evaluating the FS conducted by the Korean International Cooperation Agency (KOICA) on the road line. The KOICA FS showed a low economic viability particularly for Section 2 (Ilocos Norte Boundary-Kabugao with a length of 57.2 kms.) where there is no existing road yet.
|02||12-Feb-09||SUPPORTING THE TRANSFER OF MANAGEMENT, OPERATION AND CONTROL OF APAYAO – ABULUG IRRIGATION SYSTEM SERVING THE MUNICIPALITIES OF FLORA AND STA. MARCELA TO NIA-CAR||Economic Development Committee||
After the RDC resolution was furnished the DA and NIA Central Offices. The RDC received a letter dated March 16, 2009 and signed by Ms. Aurea Abordo, Executive Assistant IV of DA Central Office referring the issue to NIA- Central Office.
The RDC also received a letter from NIA-Central Office dated April 15, 2009 saying the request cannot be granted immediately because: 1) NIA is implementing a 2-year rationalization plan where about 1,600 personnel are affected and any plan outside of the RatPlan will accordingly complicate operational capability; 2) NIA’s perspective is national and sees no wisdom in granting a favor on one region but creates a problem in another region; 3) Record of irrigated service per municipality shows that Sta. Marcela and Flora Apayao enjoy more satisfactory service.
NIA’s response was then forwarded to the SeCom of Economic Development for information and appropriate action.
|03||12-Feb-09||URGENTLY REQUESTING HER EXCELLENCY TO DIRECT BUREAU OF INTERNAL REVENUE (BIR), NATIONAL STATISTICS OFFICE, AND LAND REGISTRATION AUTHORITY (LRA), TO ESTABLISH THEIR PROVINCIAL OFFICES IN APAYAO AND PROVIDING FULL STAFFING AND LOGISTICS SUPPORT||Development Administration Committee||
The resolution was forwarded to the Office of the President, the Commissioner of BIR, Administrator of NSO, Administrator of LRA, and the Secretary of DBM for their information and appropriate action.
The RDC received a letter from DBM Central Office dated June 19, 2009 and signed by Undersecretary Laura B. Pascua saying that the proposal to establish provincial offices of BIR, NSO and LRA in Apayao would be taken into consideration in the evaluation of the RP of said agencies, if the same is included in the Plan and consistent with the Program guidelines.
LRA furnished RDC a letter from DBM to DENR CMT dated July 8, 2009 regarding the creation of the Apayao Registry of Deeds. DBM said that the creation of the said office will require 7 positions which will require corresponding fund requirements. In view of the lack of funding source for the purpose, DBM is referring the subject request to the DENR CMT for its appropriate action.
