The Office of Baguio City Representative Mauricio Domogan has prepared a Draft Bill in response to this resolution. The Draft Bill, entitles “ An Act Redefining the term Host Community as stipulated in the IRR of RA 9136, the Electric Power Industry Reform Act (EPIRA) of 2001 and RA 7160, the Local Government Code of 1991 to include upstream communities and local government units as co-hosts of hydro-electric and multipurpose dams and for other purposes,” is now being reviewed.|

Basilio Wandag of NCIP Central Office who leads the NCIP TWG working with the DENR TWG on the draft guideline on the implementation of Section 12. He said the only contentious issue is the matter of Baguio City which by law is a townsite. NCIP-TWG is proposing that in the case of Baguio City and other areas governed by the rules on TSA, the IP applicant for conversion will have to follow the requirements of TSA applications being implemented by DENR. NCIP will simply make a determination as to whether the land is ancestral land and thereafter pass it on to DENR, upon application of the ancestral landowner, for processing in accordance with whatever law DENR is implementing in that area. He suggested that this concern should be resolved thru a dialogue between the RDC and the Regional Technical Director for Lands of the region.|

Dantay-Sagada Road or Rev. Staunton Provincial Road, has been declared a national road through DPWH Department Order No. 20, series of 2009. No updates regarding savings for the SONA projects were yet provided.
DPWH-CAR furnished the secretariat a copy of a memorandum from DPWH Central Office.
The memorandum, dated 13 July 2009, informed RD Roy Manao that the Dantay-Sagada Road will be considered for prioritization either for upgrading, rehabilitation or preventive maintenance in FY 2010/succeeding budgets of the Department using the Pavement Management System/ Highway Development Management 4 (PMS/HDM-4), a planning tool which prioritizes/selects projects based on actual needs and economic considerations.
The memorandum made reference of a letter from the Presidential Management Staff, Office of the President dated 20 May 2009 and signed by UndersecretaryCharito R. Eligir, relative to a letter dated 20 May 2009, of Mr. Thomas A. Killip, Presidential Assistant for Cordillera Affairs, requesting funds in the amount of P48.5 Million for the Construction/ Improvement of Dantay-Sagada Road.
