It took less than five minutes for the Committee on Local Government of the House of Representatives to approve for preliminary debate House Bill 5595, “An Act Establishing the Cordillera Autonomous Region” during its hearing on Wednesday, February 22. The Committee on Local Government chaired by Negros Oriental Congressman George Arnaiz collectively approved HB 5595 without further discussion among the committee members.During the session at the Ramon V. Mitra Building, Leyte Second District Representative Sergio Apostol said that since the bill creating the Autonomous Region of the Cordillera has been filed twice in the Congress, there is no need for any further discussions or arguments in the committee level.


The hearing was attended by officials and members of the Regional Development Council headed by RDC chair Kalinga Governor Jocel Baac and co-chair Dr. Virgilio Bautista and Baguio City Mayor Mauricio Domogan together with Regional Peace and Order Council chair Ifugao Governor Eugene Balitang. Among regional line agencies present were DOT, DTI, DENR, DEPED, NCIP, NEDA and the RDC private sector representatives.
