An expert on federalism from the University of the Philippines said autonomy has better chances of succeeding in the Cordillera.  Dr. Jay Prospero de Vera III, UP vice president for public affairs, said as much, and what the advocates must do is to polish the Organic Act now pending in Congress.

The best way for the Cordillerans, De Vera said, is to experiment on possible provisions that will correct the wrong provisions of the law that created the Autonomous Region in Muslim Mindanao.
