During the Development Council meeting of BLISTT on May 2, 2014 at the DPWH-CAR Conference Hall, Baguio City Mayor Mauricio Domogan repeatedly emphasized that the continuity and sustainability of the programs of BLISTT would largely depend on the Career Service (CS) officials. This is in response to a recurring issue raised in the recently conducted BLISTT local consultations on the sustainability of BLISTT beyond the political terms of local chief executives. He noted that the said CS officials are assumed to remain in their respective positions, thus they could influence the LCEs to ensure that BLISTT programs will continue even with changes in local leadership. He further stressed that the CS officials must be empowered so they could shepherd the continuity of BLISTT initiatives.
Congressman Nicasio Aliping added that BLISTT must be considered as an apolitical issue for the programs to continue. He mentioned the need for a framework to guide long-term implementation.
NEDA Regional Director Milagros Rimando said that the 2014 BLISTT Work Plan includes the formulation of a strategic plan.
In the same meeting, DPWH Regional Director Edilberto Carabbacan presented proposed roads that may comprise the BLISTT outer circumferential road to improve BLISTT inter-connectivity. These roads, however, shall be studied for feasibility to make sure that these are more efficient and not redundant to parallel roads. Mayor Domogan recommended to prioritize the road connecting Beckel-Shilan and Ambiong to decongest the La Trinidad main thoroughfare.
