Baguio City – An Inter-agency meeting convened by NEDA CAR last August 14, 2013 proposed the creation of the Cordillera Import-Export Documentation Center (CARIEDC) to fully harness the economic potential of free-ports and Ecozones in the region.

According to Bureau of Customs District Collector Fidel Villanueva IV, the Port of San Fernando, La Union and the Sual Port in Pangasinan will be equipped as gateways for trade and commerce in Ilocos Region and Cordillera Administrative Region.

CARIEDC will be a one-stop shop to aid traders and to speed up issuance of permits, licenses and clearances for outgoing and incoming goods and commodities. It is in line with the Philippine National Single Window (NSW) which allows importing or exporting entrepreneurs to transact with the government the necessary document via online.

The body shall be comprised of agencies such as the Bureau of Product Standards through DTI, Bureau of Quarantine, Fertilizer and Pesticide Authority, Food and Drug Administration, National Meat Inspection Service, and National Telecommunications Commission.

With the CARIEDC in place, transaction will be paperless and communication is expected to be faster. Moreover, red tape in the government will be reduced.

Plan for an Economic Summit was also discussed during the meeting which will include dialogues with importers and exporters of Region 1 and CAR on the advantages of a one-stop shop and the cost of doing business in both regions.

“Region 1 and CAR are sleeping giants just waiting for opportunities.” Villanueva said, hinting that the regions should not miss on this huge break.
