"By the year 2015, 80 percent of the Cordillerans shall have been made aware of the regional autonomy issue and at the very least about 60 percent of them will support the Organic Act in the next plebiscite."
This is the goal set by the CAR RDC for itself, as indicated in the RDC CAR Social Preparation (SPCAR) Roadmap which was adopted during the RDC Special Meeting held on April 11, 2013 here in Baguio City.
To attain this goal, the programs and activities of the RDC during the period 2013-2015 shall focus on an intensified IEC and advocacy on the autonomy issue. IEC speakers at the municipal level will be trained to talk on the proposed charter. The RDC targets to reach 100 percent of the region’s punong barangays in its aggressive IEC and consultations on the charter. While IEC shall be the main agenda for the next three years, other components that form part of the Roadmap are: Capability Building, Alliance Building, Monitoring and Evaluation and Research, and Program Management.
To support the implementation of the Social Preparation Roadmap, the SPCAR Fund Allocation and Work and Financial Plan were likewise approved. For 2013 this allocation provides that 63 percent of the P15 million RDC Fund be allotted to IEC, 18 percent to Capability Building, and 4.5 percent each to Alliance Building and Research and M and E. The remaining 10 percent goes to Program Management. Allocations for subsequent years will depend on results of the RDC’s annual assessment of its IEC activities.
The RDC also approved the SPCAR Operations Guidelines which will provide clearer standards or parameters in implementing the SPCAR Program. Among others, the Operations Guidelines defines the concept of Social Preparation, the criteria to be used in evaluating proposed projects, and the important elements in the preparation of the project MOAs.
