To fully empower local leaders to lead the promotion of the community’s human rights and to promote the pursuit of Cordillera Regional Autonomy, the Commission on Human Rights (CHR) CAR conducted an Orientation Seminar for selected LGUs in partnership with the Cordillera Regional Development Council (RDC) through its Social Preparation of CAR for an Autonomous Region (SPCAR) program.

A total of 1000 participants composed of municipal and barangay officials and employees, students, women, elderly, religious sector and other peoples’ organizations from the municipalities of Atok, Bakun, Kabayan, Conner and Kabuyao, and PNP staff attended the seminars.

The project aimed to equip LGU officials and other stakeholders of autonomy with knowledge and information about autonomy in order for them to lead in the dissemination of these concerns.

Some issues raised in the seminar include: Why does CAR need autonomy? What is the importance of an autonomous region? What is the difference between the Autonomous Region in Muslim Mindanao and the proposed Autonomous Region? Will there be no graft and corruption when we become autonomous?To each, these were clarified.

The project was implemented for 6 months from July to December 2015. At the end of the project, the CHR recommends and encourages the conduct of more IEC on Cordillera autonomy at the community level to reach more stakeholders in the barangays.
