Mayor Mauricio Domogan called on Cordillera local government units (LGU) to pass necessary resolutions imploring Malacañang to certify the 2011 Organic Act as urgent piece of legislation. Cordillera lawmakers filed last week HB 5595 in the House of Representatives, pushing for approval of the creation of the Autonomous Region of the Cordilleras.
“The only way we can succeed is if we act together,” said Domogan who claimed the bill could have smoother sail through the two houses of Congress if it were stamped with executive certification.
Presidential certification dispenses of the requirement not only of printing but also of reading the bill on separate days as provided in Article VI of the 1987 Constitution.
