“National laws may still prevail over laws that may be made under an autonomous government, but laws/ordinances passed or enacted by the regional government must be harmonized and reconciled with the same as regard their applicability and appropriateness to the situation in the Cordilleras in line with autonomy.”

This was the reply of DILG-CAR’s Atty. Tomas Kiwang, Jr. to a NEDA-CAR staff who inquired what would happen if the autonomous government’s laws would run in conflict with national laws. He explained that while national laws provide the general intent, it is up to the regional autonomous government to translate these to local laws that will address the unique needs and concerns of the region, provided these do not atrociously run adverse to existing laws of national application.
