The NEDA Regional Office (NRO-CAR) participated in the 2022 Planning Workshop of the Regional Inclusive Innovation Center (RIIC) held on March 22-23, 2022 in Baguio City which was attended by stakeholders from the private and public sectors.
The NRO, through Ms. Marissa Cabato, presented the link of innovation in the attainment of the shared vision of Filipinos or the Ambisyon Natin 2040 and the Sustainable Development Goals (SDG). Moreover, Mr. Ariston Della discussed the CAR Investment Priorities Plan 2019-2022 to guide the private sector on possible investment areas of investment and the public sector on opportunities for convergence in promoting these.
“The Philippine Innovation law establishes the National Innovation Council (NIC) with NEDA, as the secretariat. NEDA is proposing the following priority areas for innovation: food and agri-business, energy, emerging industries or technologies, wholesale and retail trade, transportation and logistics, finance, health, public administration, security and defense, and learning and education”, Ms. Cabato shared.
Meanwhile, Mr. Della stressed that the RIIC may prioritize to innovate in these sectors in the region, (1) eco-cultural and farm tourism site development and facilities, (2) coffee industry, (3) production support and post-harvest facilities for fruits, highland vegetables, cut flowers, others, (4) water sources development and distribution, (5) hydropower and renewable energy development, (6) alternative modes of transportation, (7) creative industry specifically handicrafts, (8) light green manufacturing and other exporting industries, (9) communication and other public utilities development, and (10) knowledge-based industries, such as IT and technology parks, business processing outsourcing.
He pointed out that “these were prioritized based on their contribution to the economy, societal outcome, and forward and backward linkages, among others”.
The activity was spearheaded by the Economic Development and the Regional Research, Development, and Innovation Committees of the Cordillera Regional Development Council (RDC-CAR). It is one of the banner programs of the Council this year, which aimed to identify innovation challenges and opportunities that the Center may address in the region and at the national and global levels.
The RIICs are virtual or physical platforms for collaborative programs to generate product, process, or service innovations that are deemed important to the goal of inclusive growth and development in the regions.
Recognizing the vital role of innovation in driving economic growth, innovation is discussed in the Updated Philippine and Cordillera Development Plans 2019-2022 which is aligned with Goal 9 on Industry, Innovation, and Infrastructure of the SDG Agenda.
