The National Economic and Development Authority – Cordillera Administrative Region is rotating the posts of the division chiefs (DCs) this year. This is in line with the office’s continuing policy of improving delivery of services to its clients through enhanced flexibility and staff learning.
Starting January, the division chiefs (DCs) are assigned to new divisions. The DCs are expected to be exposed to new tasks and thus help them be more capable of handling any sector even as they learn to manage different personalities of the staff. For the staff, the change in leadership will expose them to new perspectives that the new DCs bring with them.
Moreover, OIC-ARD Gregorio Ariz who heads the Planning Division articulated that the rotation of tasks will help revitalize the divisions. It will provide an opportunity for team-building as it helps the DCs get to know the staff even more. It will also broaden their networks at the regional and national front. One challenge, however, concerns the administrative measures that accompany the changes in the tasks and responsibilities of the DCs. With NEDA-CAR being certified under the ISO 9001:2015 standard only last December, the implementation of the ISO processes may also be affected as the DCs will have to familiarize themselves with the processes managed by the divisions to which they have been transferred. The office’s clients will also need to adjust to the changes on who to transact with on particular concerns.
For her part, Chief Administrative Officer (CAO) Dolores Molintas shared that the rotation is designed to enhance the DCs’ leadership and management skills to prepare them for more challenging tasks in future engagements. She likewise revealed that her three-month stint as OIC-ARD and RDC Secretary has taught her more patience, better time management, and selflessness.
Gregorio Ariz and Dolores Molintas take turns as OIC-Assistant Regional Director until a full-fledged ARD should have been appointed.
As for the rest of the DCs, CEDS Carmel Matabang transferred to the Project Monitoring and Evaluation Division (PMED), while CEDS Apollo Edwin Pagano is now with the DRD. CEDS Stephanie Christiansen is assigned to the PDIPBD. Supvg. EDS Marie Olga Difuntorum remains as the OIC-Division Chief of the Policy Formulation and Planning Division (PFPD) while Mr. Ariz is OIC-ARD. xxx
