PDNA Mission – NEDA-CAR ARD Stephanie F. Baguio City – Assistant Regional Director Stephanie F. Christiansen of NEDA-CAR, representing Regional Director Susan A. Sumbeling, led the send-off ceremony on August 29, 2022 at the Baguio Athletic Bowl for the 5 teams to be deployed to Abra and Mountain Province for the Post Disaster Needs Assessment (PDNA) mission for the Magnitude 7 Northwestern Luzon Earthquake. The PDNA mission will be conducted from August 29-September 5, 2022.

In her message, ARD Christiansen underscored that while the PDNA focuses to assess and validate cost of damages and losses including estimates on recovery needs of damages, equal attention should also be reflected on the social impact and Human Recovery Needs Assessment (HRNA).  “True, numbers are desired in any assessment but the human story behind the number would make our proposed interventions relevant and sustainable,” she said.

ARD Christiansen also emphasized the value of buddy system during the entire PDNA mission.  “Look out for each other in your team. Having a buddy 24/7 gives you some sense of security and also could help each one of you do reflections on your PDNA tasks and your daily observations. Please take the buddy system seriously,” she added.

PDNA is an internationally accepted methodology for determining the physical damages, economic losses, and costs of meeting recovery needs after a disaster through a government-led process.  The conduct of PDNA for the Magnitude 7 Northwestern Luzon Earthquake is led by the OCD-CAR as Chairperson of the Cordillera Regional Disaster Risk Reduction and Management Council (RDRRMC) participated by NEDA-CAR and other members of the Council.

NEDA-CAR as the Vice Chairperson of the RDRRMC for Rehabilitation and Recovery leads the formulation of the Cordillera Rehabilitation and Recovery Program (RRP) for the Magnitude 7 Earthquake. Five staff from NEDA-CAR are participating in the PDNA field mission while 14 sector staff will be leading the formulation of the Rehabilitation and Recovery Program.
