The Police Regional Office Cordillera (PRO-COR) hosted a forum on Cordillera regional autonomy last November 8, 2013 to increase staff awareness on the issue. Dr. Peter Dumaguing of the Regional Speakers’ Bureau on Regional Autonomy of the RDC served as resource person where 26 personnel of the police office were in attendance.

In 2006, the RDC and its secretariat, the National Economic and Development Authority (NEDA) made regional autonomy as its overarching theme in achieving regional development, said Dumaguing. Regional autonomy is seen as a strategy to accelerate development in the region, he added.

Dumaguing pointed out the irony of the region being rich yet poor because other regions are the ones benefitting from our natural resources. He cited the mining companies which extract the minerals of the region yet pay their taxes in Makati City where their top management office is located. Regional autonomy is expected to serve as equalizer for this injustice, he said.

Dumaguing then urged the PRO-COR staff members to help in the advocacy on regional autonomy. Regional line agencies (RLAs) are expected to help pursue regional autonomy by virtue of Administrative Order 36, which mandated them to fast-track economic and social development in CAR and to prepare it for an autonomous region.

Police Sr. Supt. Oliver Enmodias, chief of the PRO-COR’s Regional Operations and Plans Division responded positively and suggested that PRO-COR should have a formal engagement with RDC so it could do its part in the advocacy.
