GUIDELINES FOR THE SELECTION OF PRIVATE SECTOR REPRESENTATIVES TO THE SECTORAL AND SUPPORT COMMITTEES OF THE REGIONAL DEVELOPMENT COUNCIL (RDC-CAR)
In August 10, 2011, the RDC decided to prepare an RDC Strategic Action Agenda 2012-2016 and Approved RDC Work and Financial Plan 2012-2016 as a basis to effectively implement its Regional Development Plan 2011-2016, and monitor its performance.
In support to its medium term Strategic Action Agenda, the RDC-CAR also decided to reorganize its sectoral committees in order to streamline and strengthen its regional coordination functions. Cognizant of the critical role of Private Sector Representatives, the RDC will also review and strengthen the participation of NGOs in all its Sectoral (SeComs) and Support Committees (SuComs). This will involve the selection of additional NGOs to supplement the existing PSRs for the different Sectoral and Support Committees, including the newly created Committee on Environment and Natural Resources.
In Executive Order No. 325, series of 1996, PSRs shall comprise one-fourth of the members of the fully constituted Council. Applying the same principle to the SeComs, the RDC shall select accredited NGOs to the newly re-organized SeComs.
II. PRE-SCREENING ACTIVITIES
The Secretariat shall request from the Regional Line Agencies (RLAs), Local Government Units (LGUs) and other accrediting bodies an updated list of non-government organizations/people’s organizations (NGOs/POs) in their respective areas and the list of labor unions in the region for the selection of Labor Sector Representative per EO 384, S.1996 from the Department of Labor and Employment (DOLE).
Upon receipt of these lists, the Secretariat shall shortlist the NGOs/POs and labor organizations/unions based on the guidelines provided in the approved Implementing Rules and Regulations (IRR) of EO 325 to determine the eligibility of private sector organizations (PSOs) to nominate PSRs.
After determining the eligible PSOs, the Secretariat shall provide the said PSOs with the General Information Form (GIF) for the purpose of further validating and ensuring the qualification of said PSOs. At the same time the Secretariat shall already invite the eligible PSOs to submit their nominations for PSRs and to designate the authorized voter. This invitation, however, shall be with the conditionality that should the PSO be found disqualified based on the assessment of the data provided in their GFIs, both PSO and nominees shall no longer be invited to participate in the NGO forum for the selection of RDC PSRs.
The assessment of qualifications shall be based on the guidelines for the selection of PSRs as provided for in the approved IRR of EO No. 325.
III. CONDUCT OF SELECTION PROCESS AND PROCLAMATION
The selection of PSRs to the RDC shall be administered by the RDC Co-Chair with the assistance of the Secretariat.
The PSRs selected by the PSOs shall be confirmed by the ex-officio members of the RDC during an En Banc Meeting.
IV. MECHANICS OF THE PSR SELECTION AND PROCLAMATION PROCESS
The official voters and nominees of the qualified PSOs for sectoral representation shall be convened by the RDC Co-Chair with the assistance of the Secretariat.
The Secretariat shall brief the nominees and the PSOs’ nominating/voting officials on the structure and functions of the RDC, rationale, process/mechanics for the PSR selection, as well as duties and responsibilities of PSRs.
The nominating officials of qualified/participating PSOs shall introduce their respective nominees to each of the Sectoral Committees.
The selection process of PSRs shall be done by secret balloting.
The Secretariat shall tally the votes and proclaim the successful nominees. A proclamation certificate shall be issued by the RDC Secretariat for the selected representatives. A report on the PSR selection shall be submitted by the Secretariat upon completion of the process.
Nominees who were not selected to represent their respective areas but who are qualified to participate in the sectoral selection and whose nominating PSOs are willing to join the sectoral selection may be invited to join the selection at the said level.

V. CONFIRMATION AND OATH-TAKING
PSRs shall be confirmed by the ex-officio members of the RDC during an Enbanc Meeting. Thereafter an oath-taking shall be administered by the RDC Chair for all confirmed PSR members.
