A. Regional Disaster Coordinating Council
-
Establishes a physical facility to be known as the Regional Disaster Operations Center (RDOC).

Coordinates the disaster operations activities in the region from RDCC or from any forward operating facility within the Region.

Implements within the region the guidelines set by the National Disaster Coordinating Council on emergency preparedness and disaster operations involving rescue, relief and rehabilitation.

Advises the lower-level Disaster Coordinating Councils on disaster management.

Submits reports and appropriate recommendations to the National Disaster Coordinating Council.

Overseas the status of disaster preparedness programs.
-
Creates Action Groups composed of permanent representatives from the member agencies/offices.
B. Provincial Disaster Coordinating Council

Establishes the Provincial Disaster Operations Center (PDOC);

Coordinates from the PDOC the disaster operation activities of the
municipalities within the province; Provided, that when a disaster
affects a municipality within the province and at least one city, the
operations shall be coordinated by the Provincial Government; -
Implements within the province/city the guidelines set by the
RDCC; -
Advises the Municipal Disaster Coordinating Council regarding
disaster management; -
Submits timely reports and recommendations to the RDCC as
necessary; and -
Places the CDCC and its tasked units under the operational control
of the PDCC during emergencies which affect the towns and the
city itself, pursuant to paragraph A, Section I of the PD 1566.
C. Municipal Disaster Coordination Council

Establishes a physical facility to be known as the Municipal
Disaster Operations Center (MDOC); -
Coordinates from the MDOC the disaster operations activities;

Implements within the municipality the guidelines set by the
PDCC; -
Advises the Barangay Disaster Coordinating Councils regarding
disaster management; and -
Submits recommendations to the PDCC, as necessary.
