Watershed Cradle and Balanced Ecosystem Model:

  1. Pursue integrated watershed management. In particular, the RDC shall: (a) undertake an environment and natural resource accounting project as a step in determining what is due the region for protecting its watersheds; (b) conduct watershed profiling and characterization; and (c) ensure approval and implementation of the DENR-NCIP Memorandum Circular on “Guidelines for the Recognition, Registration and Management of Indigenous Forest Management Practices within the Cordillera Administrative Region.” The RDC shall ensure that completed master plans (e.g., Chico River Master Plan and Abra River Regulation Project) will be implemented.

  2. Undertake watershed rehabilitation programs, particularly reforestation and agro-forestry.

  3. Pursue waste management through the establishment of sanitary landfill sites in all LGUs, the regular monitoring of water quality and sources of pollution, and the strict implementation of laws and sanctions.

  4. Conduct community consultations on resource use (e.g., mining, hydro-power, etc.) and IEC and advocacy on priority environmental undertakings.

Major Energy Producer:

  1. Encourage LGUs to develop community co-owned mini hydro projects. Specifically, the RDC shall pursue fast-tracked mini hydro projects development through the use of ER-194 funds. Multi-purpose SWIM projects shall also be developed while promoting micro hydro projects for remote areas. To ensure equity in development, the RDC shall pursue the timely release of benefits of host communities (i.e., share from the national wealth, ER-194, franchise taxes, etc.). The sector shall support the idea of raw water pricing and environmental costing under the resource accounting project in the Watershed Cradle thrust to highlight the importance of CAR as source of water. Rural electrification coverage will be expanded.

Eco-tourist Destination:

  1. Develop and promote tourism circuits through advocacy and capability building program for LGUs and other stakeholders, provision of infrastructure support, creation of tourist activities in the circuits, the institutionalization of existing festivals and organized tourism activities, and aggressive marketing and promotion.

Greens and Ornamental Grocer:

  1. Strengthen agricultural cooperatives and people’s organizations (POs) with enabling laws and policies. Specifically, the RDC shall ensure that capability building and appropriate research and development for POs/cooperatives are undertaken.

  2. Ensure food security through sustainable upland development, improved production support facilities and infrastructure, watershed-based irrigation development, and promotion of organic farming by establishing a system that will facilitate the organic certification process and encouraging the private sector to make available affordable organic fertilizer. Further, the RDC shall push the Department of Agriculture, Department of Agrarian Reform and the National Irrigation Administration Regional Offices to ensure that CAR obtains its fair share in the latest DBM releases of P1.0B for farm-to-market roads (FMRs) and another P1.0B for irrigation projects.

  3. Ensure profitability of farming by professionalizing the farming sector, establishing trading centers in strategic areas/sites, and the conduct of marketing promotions.

Prime Education Center:

  1. Fast-track the implementation of the Prime Education Master Plan, particularly the conduct of a Feasibility Study on the BLIST (Baguio-La Trinidad-Itogon-Sablan-Tuba) University Community Project.

  2. Pursue responsive and quality technical-vocational education, specifically to undertake the upgrading of technical-vocational facilities and equipment.

  3. Fast-track the implementation of the Education Manpower Development Plan through its priority program/project/activities (PPAs) that includes the Basic Education Sector Reform Agenda and the Ladderized Education Program.

  4. Support the RDC’s information and education campaign (IEC) on regional development and autonomy that includes researches, capability building and surveys.

Knowledge-Based Industries and Agri-Industrial Activities:

  1. Identify, promote and develop knowledge-based investment sites, conduct an inventory of existing sites and promote BLIST as ICT hub.

  2. Strengthen MSMEs to make them competitive in local and global market in the areas of : a) Packaging and labeling improvement, b) Product development, and c) Productivity improvement
