Baguio City-The Regional Development Council Cordillera Administrative Region (RDC-CAR) during its full council meeting last September 12, 2013 adopted the study on advancing the Baguio Airport Modernization Program and appealing to the DOTC Secretary Joseph Emilio Aguinaldo Abaya and CAAP Director-General William K. Hotchkiss III to support the full rehabilitation and modernization of the airport facilities.
The study was completed by the RDC in 2013 with the National Economic and Development Authority providing technical assistance concerning the technical and economic features of the advancement of the project.
RDC Infrastructure Committee Co-Chairman Engr. Tony Caluza, in presenting the resolution to the RDC, said that the study is in line with the RDC thrust on physical integration as spelled out in the Regional Development Plan 2011-2016.
The study shall serve as a reference for advocacy in maintaining and developing the Baguio Airport. The maintenance and rehabilitation of the airport is significant notwithstanding the fact that the airport served as only access to the city during the July 1990 earthquake that damaged and closed all entry points to the city.
The study can also serve as guide for planning the improvement of the airport. It identified the urgent need to convert the currently used visual flight system to instrument flight system using GPS in order to improve traffic safety and expand airfield utilization even under poor visibility conditions.
Meantime, while the RDC CAR adopted the study, it urged the Department of Transportation and Communication (DOTC), Civil Aviation Authority of the Philippines (CAAP) to step up the Baguio Airport modernization and for Baguio Representative Nicasio Aliping to champion the advancement of the project.
