The Regional Development Council CAR Executive Committee (ExCom) in its meeting last October 1, 2013 agreed to include 12 special non-voting members (SNVM) in the council.

The Executive Order 325 series of 1996 provided that the RDC may designate SNVM to the council. SNVMs are government and private institutions/individuals who are not formal members of the RDC, but whose participation to the RDC are very critical due to their technical support essential in effectively carrying out RDC goals. The SNVM can participate in the deliberations during RDC meetings, however cannot vote on matters needing decisions. 

Previously, the RDC has only two SNVM namely the Philippine Information Agency CAR director and the Philippine Councilors League president. The ExCom agreed to select 12 SNVM of which 3 from the private sector and 9 from the government sector.

Nominees must be from an organization or institution operating in the region; a Filipino of legal age; with proven track record in his/her area of specialization; must be willing to participate in all RDC activities; and is not disqualified by law.

The RDC ExCom shall endorse this decision to the Full Council during its last quarter meeting.
