In a letter to President Benigno Simeon Aquino III, the Regional Development Council (RDC) recounted the role of the president’s mother President Corazon Aquino in the creation of the Cordillera Administrative Region (CAR). The letter, signed by RDC Vice Chairman Milagros Rimando, was a tribute to the former president on the occasion of her 5th death anniversary last August 1.
Her Excellency Corazon C. Aquino is the Mother of the Cordillera Administrative Region (CAR), the letter stated. It recalled that right after the woman president was installed through people power in February 1986, she immediately created the Constitutional Commission that worked from June 2, 1986 to September 2, 1986 producing the1987 Constitution that provided regional autonomy for the Cordilleras.
It also stated that on September 13, 1986, Her Excellency exchanged peace tokens in a ritual called “sipat” with the Cordillera Peoples Liberation Army (CPLA), a rebel group headed by then former priest Conrado Balweg, an icon of Cordillera resistance at that time. The “sipat” led to Executive Order No. 220, signed on July 15, 1987 which led to the creation of CAR.
In September 23, 1987, Her Excellency signed Administrative Order No. 36 calling for the establishment of regional line agencies in CAR, the letter further stated.
We remember President Cory and we celebrate her death anniversary as an occasion to renew our commitment towards working for a Cordillera Autonomous Region, and making it work for the development of our people, the letter ended.
