The 64.24 kilometer Kabugao (Apayao) – Solsona ( Ilocos Norte) Road Project which will effectively link Apayao Province, the northern part of the Cordillera Administrative Region with Solsona, Ilocos Norte, was inaugurated last July 11, 2018.
It will serve as a gateway to the Cordilleras from the Ilocos Region, via Laoag City, Ilocos Norte, and will make the Laoag International Airport accessible from Apayao, Kalinga, Eastern Mountain Province and some parts of Cagayan. Furthermore, it will drastically reduce travel time from five hours to one and a half hours for those travelling from Apayao to Ilocos Norte as there is no longer a need to pass through Cagayan Valley via the Maharlika Highway. The road will pass through the municipalities of Conner, Kabugao and Calanasan in Apayao, before reaching Solsona, Ilocos Norte.
Apayao Governor Elias C. Bulut, Jr. inaugurated the road on the occasion of the Cordillera Gong Turn-over from Kalinga to Apayao during the Cordillera Month Celebration on July 11. With him were RDC officials led by DevAd Committee Chairman and DILG Director Marlo Iringan represented by Asst. Regional Director Araceli San Jose, and Co-Chairman and PSR Ferdinand Gonzales.
The road is a primary lateral road of the Cordillera Roads Improvement Project (CRIP), a flagship project of the Cordillera Regional Development Council. It is among the Apayao national roads that were upgraded from secondary to arterial road classification by then DPWH Sec. Rogelio L. Singson through DPWH Memorandum dated November 2, 2011. The said memorandum is the result of the RDC-CAR dialogue with Secretary Singson held at the DPWH-CAR office on August 5, 2011.
Thirty-eight kilometers of the 64-km road are already paved, while 7 bridges are under construction. The road project is due for completion by the end of 2018. In addition, three more bridges will be constructed by 2019.
