I. AUTHORITY

These Implementing Rules and Regulations are promulgated pursuant
to Section 7 of PD 1566 dated June 1978 strengthening the Philippine disaster
control capability and establishing the national program on community disaster
preparedness.

II. GENERAL PROVISIONS

A. SCOPE

These Rules and Regulations shall apply to all government ministries,
agencies, corporations, and political subdivisions of the country as well as that of
the private sector.

B. PURPOSES-

The purposes of these Rules and Regulations are:

  1. To define the responsibility of each agency, office or entity so tasked
    under the Decree;

  2. To establish procedures and guidelines for inter-agency coordination
    and dissemination of information before, during or after disaster/
    calamity;

  3. To generate better working relationships among the agencies concerned

relative to the implementation of PD 1566;

  1. To effectively carry out policies enunciated in the Decree; and

  2. To adopt such measures, plans and programs as may be necessary for

the implementation of the Decree.

III. ORGANIZATION, FUNCTION AND RESPONSIBILITY

A. The composition, function and responsibility of the various Disaster Coordinating
Councils (DCCs) shall be as enumerated and prescribed in the National
Calamities and Disaster Preparedness Plan.

Barangay Disaster Manual prepared by OCD prescribes in detail the
organization and operations of the BDCC.

The OCD Administrator and Executive Officer of the National Disaster
Coordinating Council shall coordinate the implementation of the disaster
preparedness program for the country.
