Sagada, Mountain Province: The Sangguniang Bayan (SB) of this municipality passed Resolution No. 100-2011 entitled “Calling for Further Consultations on the Proposed Act to Establish the Cordillera Autonomous Region.” The resolution, dated 26 July 2011, was passed when the SB received communication from the Regional Development Council (RDC) through the Provincial Government requesting that it provides comments/recommendations to the Working Draft on the Third Organic Act and submits the same on or before July 22, 2011, just one week after it received the communication.
The resolution was furnished the RDC through NEDA-CAR. The latter received the resolution in July 29, 2011 and included it under the For Information section of the agenda folder of the RDC ExCom in August 4, 2011.
The resolution stated that comments from the public for incorporation in the proposed act are needed.
In an interview, Vice Mayor Richard Yodong of this town said “ibuhos tayo koma amin ti discussion iti barangays tatta sakbay nga mapan iti Kongreso (we should conduct thorough consultations now before we submit the draft to Congress).”
“By the time Congress came up with a final Organic Act, at least we have done half of the information, education and communication (IEC) work,” Yodong said.
The Third Autonomy Act Drafting Committee (TAADC), an ad hoc committee of the RDC, headed by Mayor Mauricio Domogan of Baguio City concluded discussion of the Working Draft in August 23, 2011 after two other meetings conducted in June 29, 2011 and August 9, 2011.
The final working draft, after it had been subjected to styling, can now be used by RDC in its continuing grassroots consultations.
